Jeff Partin, CPA and licensed Real Estate Broker in Texas, began his real estate career in 2001. In 2008, Jeff established PD to promote and develop multi-family projects. Jeff is responsible for driving the acquisition process, coordinating the design of the project, securing financing and capital, working with the city on entitlements, and coordinating with the general contractor during construction. Upon completion of the project, Jeff is responsible for supervising the management of the project through Partin Properties as well as identifying potential buyers when ownership is ready to sell the property.
As the founder of Strategic Construction, Ltd., Robert built the company from the ground up, to its current position as a regional leader in multi-family and commercial construction. He is actively involved in the oversight of all company pursuits and ongoing projects and provides valuable mentorship and insight to Strategic’s executive team. Since 1970, Robert has built over 50,000 multi-family units in 14 states.
With nearly 30 years of experience in multifamily property management, Lorraine Rice-Padilla serves as Vice President of Partin Properties, overseeing the day-to-day operations of a portfolio exceeding 2,100 units. Lorraine brings deep expertise across a wide range of property types, including new construction lease-ups, conventional communities, and renovation or rehab projects.
Her leadership is grounded in a strong commitment to operational efficiency and exceptional customer service. Lorraine has managed properties in multiple markets and is uniquely skilled in navigating the complexities of HUD-assisted housing. She has extensive experience with REAC and NSPIRE inspections, ensuring that every community remains fully compliant with federal and local housing standards.

Originally from Costa Rica, Jorge Antonio Aguero brings over 15 years of hands-on experience in multifamily maintenance and operations. After moving to the United States as a child and later settling in Texas, Jorge began his career in the apartment industry in 2007 as a Porter. His strong work ethic and technical expertise quickly propelled him to the role of Supervisor with Picerne Development, where he served for more than 13 years.
In 2020, Jorge joined Partin Properties as a Lead Maintenance Technician and was soon promoted to Superintendent. He is highly skilled in all aspects of property maintenance, including HVAC, plumbing, electrical systems, and general repairs. Known for his reliability and problem-solving abilities, Jorge plays a key role in maintaining quality standards across the portfolio.
A proud father of six and an avid outdoorsman, Jorge is dedicated to his family and to his long-term growth with Partin Properties, where he hopes to remain through retirement.
